Real Madrid had been leading the race to sign Rudiger and they were willing to give him a significant signing-on fee, as they would not need to pay a fee for the defender.
Similarly, Bayern Munich were prepared to offer Rudiger a return to his homeland but he had favoured a move to Spain instead.
But the Sun say Juventus have now leapfrogged both clubs with their offer to Rudiger, as the defender is impressed by the vision laid out to him by the club.
The Old Lady want to replace legendary defender Giorgio Chiellini, who is likely to retire in 2023.
They have offered Rudiger the chance to play alongside the Italian during his final campaign, before becoming the leader at the back when Chiellini retires.
