The midfielder earned his place in the Three Lions squad for friendlies against Switzerland and Ivory Coast this month.
Fellow Gunners stars , and Bukayo Saka also made the squad, but the latter has had to drop out after testing positive for Covid.
In a press conference on Friday, Southgate confirmed that Smith Rowe is also set to miss out against Switzerland on Saturday, but insisted the issue is ‘nothing too serious’.
‘Emile didn’t train today, so I would think unlikely he’ll be involved tomorrow,’ Southgate said.
‘Nothing too serious but we’ll check to see whether he can be involved.
‘Raheem [Sterling] is absolutely fine.
‘It was a shame to lose Bukayo [Saka] but we’re back in those moments with Covid where there is a spike in the country and we’ve had the same.’
Taking to social media on Thursday, Saka said: ‘I am gutted to withdraw from the England camp but I have tested positive for Covid-19 and I will be isolating until I am negative.
‘I’ll be supporting the boys from home this weekend and I can’t wait to be being back doing what I love soon.’
