The 22-year-old was identified by as a solution to Chelsea’s problems in attack.
With Christopher Nkunku out until December, Nicolas Jackson is the only recognised centre forward at Stamford Bridge.
The Blues have looked goal-shy in their opening three Premier League matches and Johnson would have added some much needed help for Jackson.
But, after registering their interest with Forest, Chelsea subsequently pulled out of the race to sign the Wales international.
Sky Sports say that decision was down to Forest’s £50m asking price for Johnson, which Chelsea deemed excessive.
That decision has left Tottenham alone in the race to sign Johnson after Ange Postecoglou signed off a deal for the forward.
The Aussie wants to beef up his attack following the departure of Harry Kane, and Richarlison is yet to find the back of net this term.
It remains to be seen whether Spurs will pay Forest’s asking price but they have £86m from the sale of Kane.
